The measure is generating great uncertainty, hampering business decision-making, and affecting short- and medium-term planning.<\/p>\n<p>In the words of Jos\u00e9 Friguls, president of ANAFRIC:<\/p>\n<p>\u201cUncertainty is what is causing us the most headaches right now.
