Aid for the private storage of beef, goat and sheep meat is now available

In response to the crisis caused by the COVID-19 pandemic and the paralysis of the productive sectors, as a result of the declaration of the state of alarm that has forced the confinement of the population and which has resulted in a decrease in the demand for certain products for beef, sheep and goat meat, the Commission has published Commission Implementing Regulation (EU) 2020/595 of 30 April 2020 granting aid for the private storage of beef, sheep and goat and fixing the amount of aid in advance.

To guarantee a harmonized application, it is necessary to set minimum criteria so that the actions of the paying agencies, in the exercise of their powers, are carried out in a coordinated manner. These criteria have been agreed between the FEGA (Spanish Agrarian Guarantee Fund) and the different autonomous communities.

 

Sheep and goat:


The product for which private storage aid applications can be submitted is:

  • Fresh or chilled sheep and goat meat.
  • Under twelve months of age at the time of slaughter.

The storage aid amounts that have been set in advance for each of the product storage periods are:

  • € 866 / ton for the 90-day storage period.
  • € 890 / tonne for the 120 day storage period
  • € 915 / tonne for the 150 day storage period.

The minimum allowable quantity for which a private storage aid application can be submitted is 5 tonnes and the aid will only be granted for quantities of fresh or chilled meat that have not yet been stored and are to be stored frozen.

 

Who can qualify for the aid:

  • All those economic agents (duly registered for tax and VAT purposes and where the cold store where the storage is located) submit requests to the competent authorities of the autonomous communities where the cold store in which the goods are to be stored. products.

When can you apply for aid:

  • Economic agents who want to participate in the aid scheme for private storage, must submit an aid application from May 7, 2020 and may refer to one or more of the product categories.
  • Economic agents interested in participating in the aid scheme may submit as many aid applications as they deem appropriate.
  • The minimum admissible quantity for each application will be 5 tons of sheep and goat meat.

Requirements, admissibility and payments:

  • The products for which aid is requested must be of sound, fair, and commercial quality, as well as of Community origin.The autonomous communities will communicate to FEGA, by email to the address: [email protected], the list of admissible and non-admissible aid applications submitted in their territorial area.
  • The decisions on the acceptance of an admissible application will be notified by the Paying Agency to the economic agent on the eighth business day following the date of receipt of the same.
  • To pay the aid, the interested party must submit a payment request to the corresponding Paying Agency, at the latest, within a period of three months calculated from the last day of the contractual storage.

When to start storage:

  • The economic agent must notify the Paying Agency of the calendar for the entry of products into storage, the name and address of each storage location and location of the lots with the corresponding amounts.
  • Notification to the Paying Agency will be made at least five business days before the entry of the lots into warehouse. The Paying Agencies may accept a term of less than 5 business days.
  • The products will be stored in the 28 calendar days following the notification of the award of the request.

Controls:

  • A representative statistical sample of at least 5% of the lots and covering at least 5% of the total quantities will be physically controlled, in order to guarantee the quantity, nature and composition of each of the aid applications complies with the established requirements.

Product recall:

  • The withdrawal of the product may begin the day after the last day of the contractual storage period (The minimum storage period will be 90, 120 or 150 days
